Strictly speaking, 'web design' is a generic term used to collectively describe all aspects of the process of creating and publishing a site on the internet. It is as applicable to the development of the most basic of single page websites as it is to the creation of huge international audience serving sites.

Unless the nature of your content is so compelling or unique that a visitor is prepared to be forgiving, a slow to load website should always be avoided.
